             abstract = "In Brazil in the last 30 years, the relative shortage of water 
                         resources has brought up conflicts regarded to its use. There are 
                         many causes to this shortage, and they are usually related to a 
                         historical lack of planning policies, territorial and 
                         environmental organization. In the hydrographic basin of Paraiba 
                         do Sul River, located in Vale do Para{\'{\i}}ba SP, for 
                         instances, the irregular land occupations in potential areas of 
                         aquifer recharge, the growing demand of water use for different 
                         purposes industrial or domestic lead to some critical situations 
                         regarding the future generations. By implementing public policies 
                         which may control or even cramp the human actions, are very 
                         effective resources. In this way, the results obtained with the 
                         integration methodology of landscape elements based in the water 
                         cycle and its intrinsic processes of infiltration are presented as 
                         a support. The present work has regional character, and tries to 
                         present a group of data that subsidizes the proper areas to 
                         implement the conservation units, or even environmental 
                         restrictions to municipal planning. The detection of areas with 
                         higher or lower risk regarded to the relative potential of 
                         infiltration, and accordingly to passive zones of recovery and the 
                         implementation of civil actions and public policies of 
                         environmental management, looking for an overcome to present 
                         dilemma among quality development and conservation of 
                         environmental resources.",
